A recent Order published in the Government Gazette lays down that Sarawak Standard time shall be reckoned as 7 hrs. 30 min. ahead of Green- wich Mean Time.

The true local time for various outstations in Sarawak has been worked out by the Superin- tendent of Surveys as follows :―

  • Lundu 7hrs. 19 min. 20 sec. ahead of Green- wich Mean Time.
  • Kuching 7 hours 21 minutes 20 seconds.
  • Sadong 7 〃 23 〃
  • Simanggang 7 〃 26 〃 40 〃
  • Sibu 7 〃 27 〃 20 〃
  • Mukah 7 〃 28 〃 40 〃
  • Bintulu 7 〃 32 〃 20 〃
  • Miri 7 〃 36 〃
  • Limbang 7 〃 40 〃 20 〃

The Standard Time of 7 hours 30 minutes now adopted for the State of Sarawak is thus nearest to the true local time for the centre of the territory, and gives Kuching a saving of 9 minutes.

Standard Time for Malaya is 7 hours ahead of Greenwich Mean Time ; for China, Philippines and the State of North Borneo it is 8 hours. In Sarawak thus our Standard Time will be half an hour ahead of Singapore, but half an hour behind Hongkong.

The Kuching Wireless Station receives time signals every day, and will give the right time to Outstations in Sarawak.

The effect of new Order on the amount of daylight available for us in Kuching has been studied. It appears that the sun rises at its latest about mid-February (6.27 a.m.) then gradually rises earlier until it has knocked off some 20 min- utes slothfulness by rising at 6.06 a.m. in May. A reaction then sets in until the end of July when it lazily rises at 6.18 a.m. Once more it has a period of earlier rising, improving through August, September and October until it rises under Sara- wak Standard Time at 5.56 a.m. the first week in November. Thereafter it gets rapidly later until it reaches its latest rising time in mid-Februrary as recorded above.

The hour of setting follows fairly closely the hour of rising. Thus the latest hour of sunset in the year in Kuching is 6.29 p.m. in mid-February, shortening to 6.14 p.m. in mid-May ; lengthening again to 6.24 p.m. at the end of July ; and reaching its earliest time in mid-November at 5.58 p.m.

If we take a quarter of an hour before sunrise and quarter of an hour after sunset as daylight(of sorts), we thus have throughout the year about 1212 hours every day. From mid-January to mid-March this daylight extends from about 6.06 a.m. to 6.39 p m. For remaining ten months of the year it ex ten dsfrom about 5.50 a.m. to about 6.30 p m.

マレー標準時繰上げ|9月2日

中央標準時

[191] 日本軍中央標準時 軍用時として使っていました。 その軍政下にあったマレー半島ボルネオ島の各地の標準時としても が使われたと言われています。しかしその法的根拠や開始・終了の実態は不明瞭です。

[227] 名目上は夏時刻として実施された >>11 とするものもありますが、 その根拠は不明です。

[200] 各文献における への移行時期は、次の通りです。 日付は確実な資料や当時の記録に基づくものではなく、 戦局から推測した時期を示しているに過ぎないと思われます。

[82] 以後のシンガポール新聞にしばしば掲載されている大日本帝国軍政当局から住民に対する案内には 「(Tokyo time)」のような注記が見られました >>81。 注記が当局の発表に由来するのか、新聞社で加えたのかは不明ですが、 市内で従来の時刻も用いられていて明確化する必要があったことがうかがえます。

[502] 日本統治時代の昭南市に関する近年の書籍に 「昭南時代の結婚証明書と写真」 として掲載された書類 (の写真) >>503 254ページ は、中文で記載されており、 「結婚証明書」らしきものには 「中華民國參拾壹年參」 (以下隠れて見えず)、 記念写真下には 「昭和十七年三月卄五日」 とありました。いずれも日付は1942年であり、 写真下には「昭南島」と書かれていますから、 当時の昭南市で作成された支那人 (華僑) のものと思われますが、 詳細は説明されておらず「結婚証明書」の大部分は隠れていて読めません。 日本の元号だけでなく大日本帝国と同盟関係にあった中華民国民国紀元が使われたとしても違和感はありませんが (日本統治前から華僑の間では使われていたのでしょうか)、 「結婚証明書」だとするといかなる組織がいかなる権限で発行したのでしょうか。

『昭南(シンガポールの日本名)特別市史』から、シンガポール市政を担当した軍政要員の日常を再現してみよう。

通常の勤務時間は朝の八時から夕方四時まで。これは現地時間でなく日本時間であることに注意しておく必要がある。

軍政はあくまで軍に従属するものであり、日本軍はどこにいようとすべて日本時間で統一するからであった。

しかし時差があるから、作戦行動はともかく、日常生活では奇妙なことになる。

シンガポールの場合、時差は二時間。したがって、現地時間では朝六時に出勤し、昼二時には仕事は終わりである。

実際の退庁時間は大体現地時間の三時頃、マンデー(水浴び)のあとに昼寝し、そのあとテニスに打ち興じたものだという。

Scope and Content:

Letters from the Colonial Office expressing a hope that the time zones in Borneo will be standardised. At the present North Borneo and Brunei are on Hong Kong time whilst Sarawak is on Singapore time. Because of the geography of the island, anomalies do occur especially in the Brunei Bay area.  Other letters details the reasons for the different zones. The Chief Civil Affairs Officer in Malaya suggests that Sarawak should also conform to Hong Kong time and notes the fact that the three British territories would be then out of step with Dutch Borneo is immaterial. However the officials in Sarawak disagreed.

でも、調べていくとそうでもないんですね。

もちろん、マレーシアが標準時刻を統一するときに、マレー半島のUTC+7.5を採用するという選択肢もあったでしょうから、UTC+8、UTC+7.5のどちらを採用するかを決定するにあたっては、経済的優位性や中華系諸国との関係なども考慮したに違いありませんが。
