[136] ChristchurchLyttelton は、 南島東岸中部の都市で、 隣町同士でした。 頃、 鉄道電信の発達 >>137 を背景に両都市の時刻の違いが問題となっていました。

[138] Christchurch には政府の良い時計があり、 その時報は天気が良ければ街の周辺、 1.5-2 マイルにわたって響いていました。 Port hills の麓までの Christchurch 平野部では、 これによって時計の規正が可能でした。 >>137

[139] 一方の反対側の Lyttelton では、 船舶の時刻を使っており、 人により違っている上に Christchurch との時差もころころ変化していました。 電信手は相手方が営業時間内かどうかわからず、 Lyttelton住民鉄道の発車時刻に間に合うかわからないという状況でした。 >>137

[140] そこで ChristchurchLyttelton郵便局は、 毎朝電信により Christchurch time に規正することとしました。 税関およびすべての銀行も、 post office time すなわち Christchurch-station time に揃えることになりました。 >>135, >>137

[145] LytteltonMunicipal Council では、 電信局職員の Joyce からの要請で正確な一様時の維持のため電信局正面の時計の番人を置くこと、 夜間に時刻を視認できるよう照明を設置することを検討しました。 時計番については Municipal Council の所有物ではないと却下されましたが、 照明設置は承認されました。 >>144

ニュージーランド平均時への統一

[56] 英領ニュージーランドNew Zealand mean time (ニュージーランド平均時) を国家標準時と定めました。

[190] そのきっかけとなったのは、 電信局および郵便局時刻統一だったようです。

[193] ニュージーランド電信局は、 には既に Wellington time を用いていた >>180より少し前に Wellington time 採用の告知があった >>148から Wellington time が実施された >>154 など正確な時期は不明であるものの (一斉実施ではなかった、あるいは延期があった?)、 1868年初頭に Wellington mean time を共通の時刻として採用しました。 従来ニュージーランド各地の電信局地方時を用いていたため、 局員も利用者も伝送時間を正確に把握できず、 問題となっていました >>148。 そこで既に英国豪州で長年の実績が積まれていた >>148 一様時の採用が決められたようです。

[149] 更に Wellington の郵政当局 (Postmaster-General) は、 、 国の郵便局に対し電信時すなわち Wellington time を用いることを指示しました >>180

[184] Oamaru の郵便局長は、 以後幾度かにわたり、 Postmaster-General の指示により Oamaru電信局郵便局Wellington time すなわち Oamaru mean time より14分進んだ時刻を採用することとなった >>185, >>186, >>187, >>188, >>189 と告知していました。 Oamaru南島南部東岸の都市です。

[181] 電信時は、 各地の電信局において周囲の郵便局その他の政府施設の時刻規正に用いられていましたし、 商人など住民は朝や晩に電信局郵便局を訪れ他の都市と通信したり、 その時計を見て自信の時計を調整したりしていました。 当時の都市住民にとって電信局郵便局の営業時間の把握は重大な関心事でした。

[183] そのため、 政庁はもちろん一般市民も含めた全体がこの新しい時刻を採用することがこのましいとの新聞記事 >>148, >>180 もみられました。 Nelson新聞記事は、 Wellington 時より 8-9分遅れている Nelson 時を改め電信・郵便時を採用するのが便利であり、 Church Clock を進め、 Nelson Province 全体にこれを拡大するべきである、 と主張していました >>180Nelson南島北部の都市であり、 Nelson Province はそれを含む北部の地方でした。 北島Wellington と近く、元々それほど時差がありませんでした。

[151] しかしこの新時刻を受け入れられない人達もいました。 Dunedin では、 Dunedin Post OfficeWellington time を採用すると、人々の生活の時刻や宗教上の時刻、選挙時間のような法律上の時刻といった従来の地方時に基づく活動と 20分の時差が生じ、不便であると反対されました >>152。 当時のニュージーランドには全国的な鉄道も整備されておらず、 東西に広がるニュージーランド国土に一様時は時期尚早ともいわれました >>158Dunedin南島南部東岸の都市です。南島北島に比べると西に寄っており、 南部ほど時差が開いていました。

[155] ただ Dunedin を含んでいた Otago Province では、ある町の3マイル離れた隣町とは1時間の時差があるような有様でしたから、 この機会に Wellington time を Province 全域で採用するべきとの意見もありました >>154

[203] Supreme Court 判事は、開廷時刻に35分も遅刻しましたが、 Otago では Supreme CourtWellington time を採用しているためこれほど早く出勤する必要があるとは思わなかったと言い訳し、 以後 Supreme Court 開廷時は平均時を用いることと決めました >>202。 本新聞は Invercargill で発行されていました。 InvercargillOtago 地方に属する南島最南部の都市です。 普段は OtagoOtago mean time で勤務している判事が地方都市にやってきたら Wellington time が使われていて遅刻した、 といったところなのでしょうか。 他には各地の礼拝なども、 Wellington time にしようと試みられたものの、 以前の時刻よりも30分遅れでないと始まらなくなったりしていた >>204 ようです。

[176] 議員の John Hall は、 不便の多くは一様時により解消されるものだと賛成しつうも、 Wellington植民地全体の「平均時」 として適切ではなく、 「Christchurch 平均時」 ではなく 「New Zealand mean time」 を新たに設けて植民地全体で用いることとするのが望ましいと述べました。 提案はそのように改められ、合意を得ました。 >>173

[88] このニュージーランドの標準時の制定は、 世界初の国家レベルの近代的標準時の法制化とされています >>27, >>37。 果たして当時の英領ニュージーランドを1つの国家と見なして良いものかという問題はありますが、 標準時制度の歴史において重要な出来事であることには違いありません。

[251] 現在のほとんどの資料は、 ニュージーランド平時の開始日を としています。 ニュージーランド政府ですらそのように記載した Webページを公開していました >>27。 その根拠は必ずしも明確に示されているわけではありませんが、 当時の官報告示という日付だけが示されていることに由来すると推測されます。

[252] 一方で当時の新聞報道は、 実施前にも実施後にも、 から開始としているものが多くあります。 からとしているものも、慎重に読むと 「から政府官庁で採用」 というような書き方となっています。 元々は月初から新しい時刻を採用するつもりだったものの、 だったため、 その次のが実質的な開始日にずれ込んだと理解するのが妥当でしょう。

[253] 標準時の法制化の前例もなく、 特定の日時に一斉に切り替えが行われる必要性も低かったであろう (し現実的に行えない場合や日和見勢もいたであろう) この時代に、 明確な切り替え日時が設定されなかったのは無理もないことです。 日曜日に広く時刻を共有する必要があったのは教会礼拝くらいでしょうし、 それも然程厳格に運用されていなかった (>>203) というのですから、 それによって特別に不都合が生じることもなかったのでしょう。

[254] 日曜日報時球も休業で、郵便局電信局も休業だったでしょうから、 一般市民が正確な時刻を得る手段もなく、 新聞でも月曜日の朝に調整することが薦められていました。 であればやはり実質的な開始日は というべきかもしれません。 しかし「実質的」というのであれば、 より厳密には都市ごと、組織や人ごとに開始日が異なるということになります。 簡単にまとめるなら、 「以後数週間をかけて徐々に新しい時刻が採用されていった」 といったところでしょうか。

AN ACT to provide for the Time in New Zealand being in Advance of New Zealand Standard Time during a certain Period of the Year.

[ 30th September, 1927.

Title.

BE IT ENACTED by the General Assembly of New Zealand in Parliament assembled, and by the authority of the same, as follows :―

1. This Act may be cited as the Summer Time Act, 1927.

Short Title

2. In this Act, if not inconsistent with the context, “New Zealand standard time” means the time corresponding to the longi- tude of one hundred and seventy-two degrees thirty minutes east from Greenwich, which time is exactly eleven and a half hours in advance of Greenwich mean time.

Interpretation

3. (1) The time for general purposes in New Zealand shall, during the period of summer time, be one hour in advance of New Zealand standard time.

(2) Whenever any reference to a point of time occurs in any enactment, Order in Council, order, regulation, rule, by-law, deed, notice, or other document whatsoever, the time referred to shall, during the period of summer time, be deemed, subject as hereinafter provided, to be the time as fixed for general purposes by this Act.

(3) Reference to any specified point of time in any award or industrial agreement relating to workers employed in the threshing of grain or shearing·of sheep shall be deemed to be reference to New Zealand standard time:

Provided that any employer and the workers employed by him may at any time elect, by mutual agreement, that such reference shall, for any period or for any particular purpose during summer time, be deemed to be reference to summer time. Any such election may be at any time in like manner revoked.

(4) Nothing in this Act shall affect the use of New Zealand standard time for purposes of astronomy, meteorology, or navigation, or affect the construction of any document mentioning or referring to a point of time in connection with any of those purposes.

Advance of time during certain period.

Duration

4. (1) For the purposes of this Act the period of summer time shall be taken to be the period beginning at two o'clock, New Zealand standard time, in the morning of the first Sunday in November, and ending at two o'clock, New Zealand standard time, in the morning of the first Sunday in March.

(2) This Act shall continue in force until the thirtieth day of September, nineteen hundred and twenty-eight, and no longer, unless Parliament otherwise determines.

New Zealanders will have three weeks more daylight saving from 30 September this year following the decision by the Labour-led Government to extend the period to 27 weeks, Internal Affairs Minister Rick Barker announced today.

Clocks will go forward an hour a week earlier than usual - on the last Sunday in September- and back an hour on the first Sunday in April, instead of the third Sunday in March. This is the first change in daylight saving since 1990.

“The decision means people will have an extra hour of daylight in the evenings from late September to early April to enjoy the outdoors. This builds upon the extra half an hour already built into New Zealand’s time throughout the year,” Rick Barker said.

“The earlier start will also avoid clashing with the start of the fourth school term, which has caused disruptions for schools and families in the past. However more broadly over the longer term we will also be monitoring the effects on other parts of the economy, such as the energy sector, to see if there are long term sustainable benefits.

“Part of this ongoing monitoring will include the Department of Internal Affairs actively engaging in research that identifies potential positive and sustainable impacts experienced by other territories that have extended their daylight saving regimes,” said Rick Barker.

Rick Barker directed the Department of Internal Affairs to review daylight saving following public debate generated by Nelson City Councillor Mark Holmes in March 2006. Mr Holmes and United Future leader Peter Dunne recently presented a petition to Parliament on this issue.

“The Department of Internal Affairs will now work with computer companies and industries to update operating systems incorporating the time changes before the start of daylight saving,” Rick Barker said.

Daylight saving for 2007-08 will start at 2am on 30 September 2007 and end at 3am on 6 April 2008.

(b) By omitting the words “third Sunday in March”, and substituting the words “last Sunday in April”.

2. Standard time in the Chatham Islands―(1) Section three of the principal Act is hereby amended by inserting, after subsection one, the following subsection:

(2) Section three of the principal Act is hereby further amended as follows:

(a) By inserting in subsection one, before the words “The time”, the words “Except as provided in subsection one A of this section,”:

3. (1) The time for general purposes in New Zealand shall during the period of summer time be thirty minutes in advance of New Zealand standard time.

(2) Whenever any reference to a point of time occurs in any enactment, Order in Council, order, regulation, rule, by-law, deed, notice, or other document whatsoever, the time referred to shall, during the period of summer time, be deemed, subject as hereinafter provided, to be the time as fixed for general purposes by this Act.

(3) Reference to any specified point of time in any award or industrial agreement relating to workers employed in the threshing of grain or shearing of sheep shall be deemed to be reference to New Zealand standard time:

Provided that any employer and the workers employed by him may at any time elect, by mutual agreement, that such reference shall, for any period or for any particular purpose during summer time, be deemed to be reference to summer time. Any such election may be at any time in like manner revoked.

(4) Nothing in this Act shall affect the use of New Zealand standard time for purposes of astronomy, meteorology, or navigation, or affect the construction of any document mentioning or referring to a point of time in connection with any of those purposes.

4. (1) For the purposes of this Act the period of summer time shall be taken to be the period beginning at two o'clock, New Zealand. standard time, in the morning of the second Sunday in October, and ending at two o'clock, New Zealand standard time, in the morning of the third Sunday in March.

(2) This Act shall continue in force until the thirtieth day of September, nineteen hundred and twenty-nine, and no longer, unless Parliament otherwise determines.

(2) For the purposes of this Act the period of summer time shall be taken to be the period beginning at two o'clock, New Zealand standard time, in the morning of the second Sunday in October in any year, and ending at two o'clock, New Zealand standard time, in the morning of the third Sunday in March in the next succeeding year.

朝起きてMacを見ると今までなら自動的に行われていた夏時刻への自動調整がされていません。実は夏時間延長の決定は今年の4月だったのです。(今年決めて今年から実施というスピード感はさすがNZと思います) 最近の事でもあるので、OSのアップデートが間に合わないのも、しょうがないかなと手動に時間設定を変え、正しい時刻に合わせました。

その後Windows XPのマシンを使ってビックリ。ちゃんと時刻が合っているのです。Microsoftをちょっと見直しました。
