** 報時球の稼働

[[ウェリントン]]に[[報時球]]が設置されました。
これは[[ニュージーランド]]初の (恒久的) [[報時球]]であり、
当時[[南半球]]唯一 [SRC[>>123]] とされていました。

[[Wellington]] では、港湾施設の整備が進んでいました。
[TIME[1863年12月10日][1863-12-10]]頃 [SRC[>>118]]、
[[英国]]から [[John Bunyan]] 号により [SRC[>>120]]
[[天文時計]] [SRC[>>118, >>120]] と電気式[[報時球]] [SRC[>>120]] が到着しました。
[RUBYB[[[税関長]]]@en[Collector of Customs]] [SRC[>>121]]
であり科学者としても評判だった [SRC[>>118]]
[[Stephen Carkeek]] により、

** 都市圏一様時の導入

[[Christchurch]] と [[Lyttelton]] は、
[[南島]]東岸中部の都市で、
隣町同士でした。
[TIME[1864年11月][1864-11]]頃、
[[鉄道]]や[[電信]]の発達 [SRC[>>137]] を背景に両都市の[[時刻]]の違いが問題となっていました。

[138] [[Christchurch]] には政府の良い時計があり、
その[[時報]]は天気が良ければ街の周辺、
1.5-2 マイルにわたって響いていました。
Port hills の麓までの [[Christchurch]] 平野部では、
これによって[[時計]]の規正が可能でした。  [SRC[>>137]]

[139] 一方[[丘]]の反対側の 
[[Lyttelton]]
では、
船舶の[[時刻]]を使っており、
人により違っている上に [[Christchurch]]
との[[時差]]もころころ変化していました。
[[電信]]手は相手方が営業時間内かどうかわからず、
[[Lyttelton]] の[[住民]]は[[鉄道]]の発車時刻に間に合うかわからないという状況でした。

そこで 
[[Christchurch]] と [[Lyttelton]] の[[郵便局]]は、
毎朝[TIME[10時][10:00]]に[[電信]]により [[Christchurch time]] 
に規正することとしました。

[[post office time]] すなわち [[Christchurch-station time]]
に揃えることになりました。

[[Lyttelton]]

[[Municipal Council]]
では、
[[電信局]]職員の [[Joyce]]

夜間に[[時刻]]を視認できるよう[[照明]]を設置することを検討しました。
時計番については [[Municipal Council]] の所有物ではないと却下されましたが、
照明設置は承認されました。

** ニュージーランド平均時への統一

[TIME[1868年11月1日][1868-11-01]]、
[[英領ニュージーランド]]は
[DFN[New Zealand mean time]]
([DFN[ニュージーランド平均時]])

を国家[[標準時]]と定めました。

[190] そのきっかけとなったのは、
[[電信局]]および[[郵便局]]の[[時刻]]統一だったようです。

[[ニュージーランド]]の[[電信局]]は、
[TIME[1868年1月][1868-01]]には既に [[Wellington time]] を用いていた [SRC[>>180]]、
[TIME[1868年2月7日][1868-02-07]]より少し前に [[Wellington time]]
採用の告知があった [SRC[>>148]]、
[TIME[3月21日][1868-03-21]]から [[Wellington time]]
が実施された [SRC[>>154]]
など正確な時期は不明であるものの (一斉実施ではなかった、あるいは延期があった?)、
[TIME[1868年][year:1868]]初頭に 
[[Wellington mean time]] を共通の[[時刻]]として採用しました。
従来[[ニュージーランド]]各地の[[電信局]]は[[地方時]]を用いていたため、
局員も利用者も伝送時間を正確に把握できず、
問題となっていました [SRC[>>148]]。
そこで既に[[英国]]や[[豪州]]で長年の実績が積まれていた [SRC[>>148]]
[[一様時]]の採用が決められたようです。

更に [[Wellington]] の郵政当局 ([[Postmaster-General]]) は、
[TIME[1868年1月][1868-01]]、
国の[[郵便局]]に対し電信時すなわち [[Wellington time]] 
を用いることを指示しました [SRC[>>180]]。

[[Oamaru]] の郵便局長は、
[TIME[1月30日][1868-01-30]]以後幾度かにわたり、
[[Postmaster-General]] の指示により
[[Oamaru]] の[[電信局]]・[[郵便局]]が

[[Oamaru mean time]]
より14分進んだ[[時刻]]を採用することとなった

と告知していました。
[[Oamaru]] は[[南島]]南部東岸の都市です。

電信時は、
各地の[[電信局]]において周囲の[[郵便局]]その他の政府施設の[[時刻規正]]に用いられていましたし、
商人など住民は朝や晩に[[電信局]]や[[郵便局]]を訪れ他の[[都市]]と通信したり、
その[[時計]]を見て自信の[[時計]]を調整したりしていました。
当時の都市住民にとって[[電信局]]と[[郵便局]]の営業時間の把握は重大な関心事でした。

そのため、
政庁はもちろん一般市民も含めた全体がこの新しい[[時刻]]を採用することがこのましいとの[[新聞記事]]
[SRC[>>148, >>180]]
もみられました。
[[Nelson]]
の[[新聞記事]]は、
Wellington 時より 8-9分遅れている 
Nelson 時を改め電信・郵便時を採用するのが便利であり、
Church Clock 
を進め、 [[Nelson Province]]
全体にこれを拡大するべきである、
と主張していました [SRC[>>180]]。
[[Nelson]] は[[南島]]北部の都市であり、
[[Nelson Province]] はそれを含む北部の地方でした。
[[北島]]の [[Wellington]]
と近く、元々それほど[[時差]]がありませんでした。

しかしこの新時刻を受け入れられない人達もいました。
[[Dunedin]]
では、
[[Dunedin Post Office]]
で [[Wellington time]]
を採用すると、人々の生活の時刻や宗教上の時刻、選挙時間のような法律上の時刻といった従来の[[地方時]]に基づく活動と
20分の[[時差]]が生じ、不便であると反対されました [SRC[>>152]]。
当時の[[ニュージーランド]]には全国的な[[鉄道]]も整備されておらず、
東西に広がる[[ニュージーランド]]国土に[[一様時]]は時期尚早ともいわれました
[SRC[>>158]]。
[[Dunedin]] は[[南島]]南部東岸の都市です。[[南島]]は[[北島]]に比べると西に寄っており、
南部ほど[[時差]]が開いていました。

[155] ただ [[Dunedin]] を含んでいた [[Otago Province]]
では、ある町の3マイル離れた隣町とは1時間の[[時差]]があるような有様でしたから、
この機会に [[Wellington time]]
を Province 全域で採用するべきとの意見もありました [SRC[>>154]]。

[TIME[3月17日][1868-03-17]]の夕方、
[[裁判所]]の職員が勝手に[[時計]]を 
[[Wellington time]]
に変更しました [SRC[>>195]]。
[TIME[翌][1868-03-18]]朝[[裁判所]]の[[時計]]は
[[Wellington time]]
であり [SRC[>>195]]、
[[裁判所]]は 
[[Post Office time]] すなわち
[[Wellington time]] を用いると理解して
20分待たされる者もいました [SRC[>>156]]。
時刻の異なりが法的手続きに影響することも懸念され [SRC[>>156]]、
[[銀行]]の対応に関する情報も混乱があり [SRC[>>156, >>195]]
取引への影響も心配されるところであり、
統一されることが望ましいものの、
[[Provincial Government]] 
が [[Otago mean time]]
を用いる以上[[裁判所]]もそれに従わざるを得なく [SRC[>>156]]
独自に変更を指示することはない [SRC[>>195]] とし、
[TIME[19日][1868-03-19]]には[[裁判所]]の[[時計]]も
[[Dunedin mean time]]
に戻されていました [SRC[>>195]]。

[TIME[3月19日][1868-03-19]]、
[[Dunedin]] の全[[銀行]]は、
問題解決まで [[Dunedin mean time]]
の利用を継続するとの声明を発表しました [SRC[>>150]]。

[[Otago]] の [[Provincial Council]]

以後 [[Supreme Court]] 開廷時は[[平均時]]を用いることと決めました

本新聞は [[Invercargill]] で発行されていました。
[[Invercargill]] は [[Otago]] 地方に属する[[南島]]最南部の都市です。
普段は [[Otago]] で [[Otago mean time]] で勤務している判事が地方都市にやってきたら
[[Wellington time]] が使われていて遅刻した、
といったところなのでしょうか。
他には各地の[[礼拝]]なども、
[[Wellington time]] にしようと試みられたものの、

しかし「実質的」というのであれば、
より厳密には都市ごと、組織や人ごとに開始日が異なるということになります。

「[TIME[1日][1868-11-01]]以後数週間をかけて徐々に新しい時刻が採用されていった」
といったところでしょうか。

3. (1) The time for general purposes in New Zealand shall, during 
the period of summer time, be one hour in advance of New Zealand 
standard time.

(2) Whenever any reference to a point of time occurs in any
enactment, Order in Council, order, regulation, rule, by-law, deed,
notice, or other document whatsoever, the time referred to shall,
during the period of summer time, be deemed, subject as hereinafter
provided, to be the time as fixed for general purposes by this Act.

(3) Reference to any specified point of time in any award or
industrial agreement relating to workers employed in the threshing of
grain or shearing·of sheep shall be deemed to be reference to New Zealand
standard time:

Provided that any employer and the workers employed by him may
at any time elect, by mutual agreement, that such reference shall, for any
period or for any particular purpose during summer time, be deemed to be
reference to summer time. Any such election may be at any time in like
manner revoked.

(4) Nothing in this Act shall affect the use of New Zealand
standard time for purposes of astronomy, meteorology, or navigation,
or affect the construction of any document mentioning or referring
to a point of time in connection with any of those purposes.
