[10] XInclude は、 XML文書に他のXML文書を取り込んで (論理的な) 文書の一部を構成させるための XML の語彙です。
[11] 多くのマーク付け言語で共通して使われ得る「取り込み」の記述方法と処理を共通化することを狙っていましたが、 標準化が遅れたこと、各言語それぞれの事情を考慮する方法がないことなどからごく一部でしか採用されませんでした。
[12] 小改訂の XInclude 1.1 の開発も (相当の低速度で) 進められていましたが、 XML 全体の衰退が進む中で完成しても一体どれだけ使われるかは謎でした。 結局 XML Core WG の閉鎖に伴い2016年に開発中止されました。

We have two specifications that are at Candidate Recommendation and
that should be republished as WG notes.
One is XInclude 1.1 and the other is XML Fragments from 2001 or so.
I volunteer to do the work for XML Fragments; Norm volunteered to do
XInclude, so I think we'll soon be ready.
Process all x:include elements. Note: XML x:include elements may
include more x:include elements (with relative references resolved
against the base URI potentially modified by a previously inserted
xml:base attribute). The tool may be configurable with a limit on
the depth of recursion.
