[22] >>21 ここに平成後期に再始動したこの仕様の改正の問題がすべて詰まっているといっていい。この文書は国際化の専門家を称する人々の願望とそれに基づきWebブラウザーがどう動作するべきかが書かれているだけで、世界の実態は考慮していないので、Webブラウザー事業者はこれを見ても何もできることはない。 Webブラウザーの仕事は現実世界のデータと慣習を処理することであって、国際化の専門家を称する人々の思うあるべき姿の実現ではないので。

[23] まあ本来これが作られた時の世界観だと XML が世界の軸になって HTML や Webブラウザーのみならずいろいろな応用が作られて実装されていくはずで、国際化の専門家を称する人々はそのいろいろな応用の設計者 (国際化に通じているとは限らない) が正しく国際化を実装できるとは限らないので、特定の応用に限らず適用できる指針を示して導かないといけないという使命を帯びていたんだよね。そんな世界は来なかったのはみなさん周知の通り。
