[[国際化]]の専門家を称する人々はそのいろいろな[[応用]]の設計者 ([[国際化]]に通じているとは限らない) が正しく[[国際化]]を実装できるとは限らないので、
特定の[[応用]]に限らず適用できる指針を示して導かないといけないという使命を帯びていたんだよね。
そんな世界は来なかったのはみなさん周知の通り。
