[16] 妥当なカスタム要素名 (valid custom element name) は、次の要件をすべて満たす文字列です >>3。

[17] 最低1文字含む
[18] 最初の文字が ASCII小文字である
[19] PCENChar のみで構成される
[20] - を最低1文字含む
[21] 禁止されている名前ではない

[22] PCENChar として使える文字の一覧は、 >>5 にあります。

[8] これは、 XML の NCNameChar からASCII大文字を除外したものです >>7。

[23] 禁止されている名前は、次のものです >>3。

[9] これらは、 SVG と MathML の既存の要素で妥当なカスタム要素名と衝突するものです。

[10] 歴史的には次のHTML要素がカスタム要素以前に存在しましたが、これらは禁止されていません。
