[15] Chrome は page-break でページ分割が必要になると、その後にあるのが高さ0の箱だけでも空のページを生成してしまうようです。

[16] 意図的に空ページを作りたいこともあるからそういう仕様なのですかね? でもページ分割の指定オンリーならその次に何もないときは何も出ないのが望む挙動のような。
