Stream Control Transmission Protocol.
The accepted URL syntax is:
sctp://host:port[?options]
The protocol accepts the following options:
listen
If set to any value, listen for an incoming connection. Outgoing connection is done by default.
max_streams
Set the maximum number of streams. By default no limit is set.
