The value is the [[UTC offset]] representation

If there is no such pair, or if the value is [CODE[null]],
the time-zone offset of the [CODE[unix-tz-json]] is omitted.

Times before 1970 are represented as negative values.
Fractional numbers can be used for subseconds.

A [DFN[UTC offset]] is the number of seconds between UTC and a local time.
If the value is positive, the local time is ahead of UTC.
If the value is negative, the local time is behind of UTC.
