* 割当

[17] 基本的には 2文字の[[国符号]]の後に1文字足して3文字の[[符号]]となります。

より正確には:

W3C かどっかがこの仕様書案の時点で将来用意する予定だった登録簿に
[CODE[x-]] で始まる名前を登録可能とし、
それが私用名と衝突しないようにする配慮なんですかね?
