[29] XPathEvaluator は単独のインターフェイスでもあり (コンストラクターがある)、 Document にも実装されている、という特殊ケースでしたが、この interface mixin の変更で Web IDL で直接これを記述することはできなくなりました。 XPathEvaluator と Document でどちらも共通の別の interface mixin を includes するという形に改める必要があります。
