タグの開閉が対応していないばかりか fontbase の使い方を間違ってい
るのでまずいと思います。

ですので、
Emphasis Tags "<FONTBASE size=3>" "</FONTSIZE>"
と記述してあげたら、前述の化けたタグも、余計なタグも表示されなくなりました。

よく考えたら basefont という要素はあるけれど fontbase という要素
は無かったような。basefont にしても閉じタグはないのでどちらにし
ろ間違いですが。
